Talbot County completed much needed street and drainage improvements in the Flint Hill Community in December 2013. This project was funded through a Community Development Block Grant (CDBG) awarded by the Georgia Department of Community Affairs and was a continuation of a previous phase of improvements in 2010. The project area consists of approximately 5,600 linear feet of paved roads in the northern areas of the County impacting 34 residences. The roads included in the target area are Dairy Loop Road (830 linear feet), Gamble Road (270 linear feet), and Terry Circle (4,500 linear feet). Storm water drainage improvements included expanding the existing ditches, installing longitudinal drainage structures and upgrading all storm pipes under existing driveways. These upgrades to the storm drainage system provide adequate driving lanes for the residents and emergency personnel during wet periods, as well as prevent septic systems from backing up and alleviate the stagnant water from remaining on properties. Street improvements included converting Terry Circle into a fifteen (15) foot one-way paved travel lane.
EMC Engineering Services, Inc. was selected by the Talbot County Board of Commissioners to analyze this low-income area in the northern portion of the county to increase traffic safety, assist in pedestrian safety, and to improve inadequate storm drainage on the target roads. EMC prepared a Preliminary Engineering Report for the CDBG application. Once awarded, EMC prepared an existing conditions topographic survey, performed paving, grading and drainage designs, prepared construction documents, and provided construction administration services.
